My wife has had her betta, Felix, for about 4 years. He is in a 5 gallon lighted tank and all he does is float near the top. On a daily basis we have to tap on the glass until he moves his fins, otherwise he looks dead. Is there any way to cure this, or is this just his personality? Thanks in advance.

He's awfully old. If I were about a hundred or so you might have to work on getting a response out of me too. He may not live much longer. As long as you keep his water nice and clean there probably isn't much else to do. Does he have any other symptoms of any kind?
You must have taken very good care of him. They can sometimes live as long as five years, but he was probably seven months old or more when you bought him.

I agree that he's probably just aging. They kind of slow down when they're quite old like that... and like Judy said they only live 3-5 years so he's up there.
