I have 60 juveniles in a 36x18x12 and they are starting to fight and display at each other even though they are only about 1".
Should I seperate them into pairs?

you should let them pair up themselves, and then seperate. but if you are in a hurry -  male to 2 females will work.

How do you sex these things?  I was given 4 pairs (8 total) they are all between 3 and 4" long...  they look like they are fully coloured, the lyretail is quite long, and they have a red line going along the top of the doral fin.

quite a beautiful fish. I'd like to sex them so I can put them in their own breeding tank.
