Neon Tetra- white segment of tail

Well as the title suggests, one of my neons is having a bit of a problem, though I am not sure what it is. Right where the 'y' part of the tail meets the body, it is sort of swollen and white. The whiteness is on the inside however, and the fish does not seem encumbered by this condition.

As a note, I had a neon about a month ago have this same condition, however no other fish in my tank seems to be showing any symptom of having this condition.

Anyone have any ideas as to what this could be? These neons are about a year old now as well.

I don't. Sorry. :( (Maybe I'll do some web-hunting later. ;))

But, I am curious: did this go away for this neon that had it a month ago? What happened to him?
