you may have weak heating because...
1. no hood, excess evap.
2. too much bubbles cooling down the tank.
3. underpowered? dont know the what the rec. watt to gallon is.*edit* looks like you got enough power.
4. you just stuck it in there, and it hasnt had time to do its work.

try turning off the bubbles, and see if theres any progress.

the heater turning on and off is normal, i think. mine does it all the time, it looks like its flickering.

im assuming that this is what you wanted to know... hope it helps.

woke up and the temp was still at 72.....could it be that since i have it stanind up straight that the heater gets all the heat since the heat rises and then it thinks that it has reached its time to shut off? well imma try and see if thats it....i tillted it to that the bottom is pointing into the direction of the filter

It sounds to me like the calibration of the heater or the thermometer is a little off. I have found that the temperature I set the heater to is not usually the temperature the tank will be.

Your heater is turning off because it has reached the temperature it is set to. They are designed to do that, so they don't overheat the tank. Is your thermometer accurate?

I would turn up the heater by 1 degree, leave it for a few hours (4 or 5), then check the temperature. Do this over a few days. Once it reaches the temperature you want it at (76) you can stop adjusting it.

By the way, your lights may add a little heat to the tank, so be sure to check the temperature when the lights have been on a few hours to make sure it's not getting too hot in the tank.
