i just bought a second small tank and was wondering what everyone thought was the -best- way to cycle it? thanks

Okay but how small is it? The best way to cycle to me is fishless but im getting frusterated with my new 10g that has been sitting for weeks with ENOUGH seeding material and a fair ammount of ammonia and still no damn nitrites.
