I have a small 10 Gal tank with 3 Buenos Aries tetras, 3 gold barbs and 4 neon tetras. The smallest of the neon as had nearly his whole caudal fin nibbled off. My first reaction is to take him out of the big tank and put him into the smaller tank to let his fin grow back. However I think it might mess with the hierarchy of the tank by taking him out. What do you guys think?

I think your tank is probably overstocked and most likely thats the cause of any aggression.
Taking him out and putting him in another tank would only help if you had another tank set up and established... A lot of times water quality has to do with how fast they heal so make sure to keep up with your water changes.
