Not getting water flow from intake

I bought a TetraTec PF300 the other day (dirt cheap i might add) and tried to get it going with no success. After pulling it apart and inspecting everything, it looks like the propeler for the intake is not spinning as freely as it should. The motor and everything starts up fine, but the propeler just seems to be spinning to slow or off and on. Is there a lubricant i can put on it that would be aquarium safe to see if i cant get it to spin faster? I have narrowed it down to this as to why the intake wont suck in water for the HOB. It is a little old, the filter has probably been sitting on the shelf for more than 2-3 years or found in the back of the store hehe, like i said i got it for 90% off original price so thought it was worth a shot. It would make a great filter if i can just get the darn thing to run lol. Well thanks for any help you might have.

ur sure it aint an airlock in the tube? and I don't know of any lubes u can use that is safe for the fish. maybe a light amont of silicon based lube, MAYBE?

I had a TetraTec that generally worked fine, but at times especially after reassembling after cleaning, the same would happen with my impeller. I suggest taking it off, dismantling it, and reassembling it carefully to make sure everything is connected tight, especially making sure the intake tube is seated properly.
