Penguin filter need help asap

i just bought a penguin 125 bio wheel power filter http://badmanstropicalfish.com/products/con_pic2_penguin.jpg
I have a 46 gallon bowhead tank, I already have a top fin filter, i decided to buy a new one, I followed all the instructions, installed it a started it up. My problem is there isnt that much water coming out the filter. Its not a full waterfull flow like i other filter, What is wrong

it also splashes alot. water level is right up

everything is installed correctly i tripled checked it all. I was looking at the troubleshooting section in the manual, it says 24-48 for biowheel to function properly, is this true

Filter Problem

Alright. I might know what it is. I had the same problem this morning, setting up my Penguin 170.

It sounds silly, but did you read the directions? My problem was that I didn't fill up the filter with water. I kept taking it apart and putting it back together, and I couldn't figure out what was wrong. It kept buzzing. But I finally read the last part of the instructions, and it said to fill up the filter box with water. So I did, and it's working fine now.

If that isn't the problem, I don't know what it is. Just thought I'd share my experience, as it is much like yours.

there is only so many possibilities. you might just have a defective filter if Jaw's suggestion does not correct the problem. if you are returning, why not try the 330. as you know, that is the double barrel of the single wheel units.
