planing on moving the goldies

ok i had some goldies in a tank inside for the winter i want to move them here in a couple of months and was wondering on what kind of fish would work good in a 20 its a nice little tank i figure my parents would like community fish more than just a couple large fish. we had some tetras out with the goldies over the summer and my dad really liked them i think we will probably want a group of neons or something ive been reading and im looking for some advice so far prob a school of neons and or cardinals or maybe some larger tetras like the black skirted ones im not real sure yet just looking for ideas. i also thought about just some smaller fancy goldies but the way i understand it they need more room like the comets. like i said i think more small fish would be the way to go. any ideas would be great thanks in advance
