power head

can you use a power head without an under gravel filter?
ive seen power heads with suction cups to hold it to the tank,

i figured you could, but ive never had any dealings with them, i allways have just used the airstone and pump for undergravel filters, ,, so on the powerhead without and undergravel filter,what type of strainer or filter on the suction side does it have to prevent fish and stuff from getting sucked up ?

It usually has a pointed basket on the bottom.
