I had mailed Oatey who makes glue for PVC's pipes and this is what they replied back

I've heard of cement having an effect on aquatic life so it can be
a problem for your appliation. Using it for anything connected to the
pluming leading into the tank is something we cannot recommend.

Just let it dry all the way and you'll be fine. The company cannot recomend their product for aquatic use, as it was probably never tested for it, and it would open them to legal action if they said "yeah it'll be fine" without testing to back it up.

However, being that I worked in plumbing before, I can tell you that if you get it all glued together properly, it's not going to break down and contaminate the water. If it did, the glue would be breaking down and would eventually let go - which is the exact opposite of what it's intended to do (hold the pipes together).

If it's safe for potable water (human drinking water), it's probably plenty safe enough for fish.

I received another letter..

As far as I know our cement formulations have not changed. Most of our Cements and Primers have been tested and certified for lines that carry drinking water so yes it is safe for drinking water lines used by human beings. The trace levels that leach into the water in an aquarium,
however, can affect aquatic life. Some fish, such as koi, are more
hearty that others and may not be affected by the trace levels. Most problems I've heard of come from fish in indoor aquariums. The levels in that
environment is above what they can tolerate. We have no studies on
this as it relates to aquatic life so, without that, we simply cannot recommend
it for any application involving aquatic life. If you are looking for a
safe installation consider piping that is mechanically joined.
