Question about ammonia in tap water

Because I'm kind of obsessed with testing the water for ammonia, I thought I'd test my tap water and it's reading at least 1.0 ppm. My tank is testing at 0-0.25. What's going on - is there something I just don't understand here?

I do find it hard to tell between the 0 ppm and 0.25 ppm - does anyone else have that issue?

The ammonia is the result of the addition of chloramines into your tap water. The water conditioner you use should neutralize this while it is being converted by the biological filter so it shoudl be harmless to the fish. If you do a 25% water change, then your tank will immediately show a .25 level of ammonia. Do more frequent but smaller changes such as 2 x 10% each week.
