I've been lurking this website and just filling my head with as my knowledge as I can. Still have more to learn, but feel I'm ready to begin my first setup. I found a nice 55 gallon with wooden stand that comes with Aqua Clear filter, Penguin 550 power head, several plants, tank decorations, medium sized river rock gravel, chemicals and water treatments for $200 and was wondering if this is a good deal / setup to start out?

New or used? If new, that's a good deal, if used, that's still a pretty good deal. I would ditch the medium sized river rock and get a smaller grain size.

It's used but looks like it's in good condition according to the pics (pics online can make anything look good so I hope it as good in person).

You should go check it out, but if the tank has any cracks, or if the silicone sealing looks worn out, pass on it.

Found a good deal on a 30g, so I took that one instead. Came with everything to run it, including fish that I already got rid of. The fish were a 3 - 4" pleco and about a 3 - 4" Jack Dempsey. I think I'm going to do a FW rock setup to get the basics down, and then move onto a planted tank.
