I tested my water and it seems that its ready to go.. Nitrites have completely lowered. How do I go about changing the freshwater to brackish?

I know for a fact that the puffers I'm getting from the store are living in 100% freshwater. Do I add the puffers into the tank how it is now and slowly add salt, or do I add all the salt I need before the puffers are put in the tank?

Thanks.

I actually just read on a puffer thread that 1-2 tablespoons of salt per gallon will be sufficient to make a tank "brackish". However, I read that it must slowly be added over time. So I guess ill buy the puffers, and once they're introduced to the system, add 1-2 tablespoons of salt every few days until the salinity is at 1.012

Does that sound about right?

Check these out regarding figure 8 puffers: Figure 8 Puffer and Puffers in Focus - Figure 8.

Also how many are you planning to purchase for your 20 gallon tank? I would recommend only 1 for that size of a tank, since each Figure 8 Puffer really should have 15 gallons to themselves and another 10 gallons for every Puffer after (just my recommendation). Puffers in general are kinda aggressive or have the potential to be and not having enough space can trigger that aggression.
