Weel, for starters, what shape is your tank? The dimensions would be extremely helpful. Do you have a filter, if so, what kind? A heater? Are you planning on doing live plants? How much experience do u have? All of the above questions will help up determine what kind of fish woudl best work for your specific setup/

If it was my tank...
I'd put some of my grows-whether-you-want-it-to-or-not floating plant (I'm pretty sure it's hornwort).. and then a little colony of small livebearers- guppies or platies- 2 female and 1 male. Baby livebearers would have a decent shot at survival with a good mass of hornwort in there...

Also- for a dorm tank, consider what you're going to do over vacations: will you be nearby? will you be allowed into the dorm? can you transport the fish home with you?

i'd put a betta and a couple pygmy cories/an african dwarf (not clawed) frog

or maybe a dwarf gourami and pygmy cories/ frog

or you could do a little brackish tank with a dwarf puffer, bumblebee goby and some ghost shrimp

Okay this is what i would do...

Make sure the ph is withing 6.5 and 7.5 Okay!

The tank should have a lot of hiding places so the dwarf puffers can have their own territory. Live plants will be better! They are tropical fish so you do need a heater and you will need a filter too. THEY WILL NEED LIVE OR FROZEN FOODS, they won't eat flake foods, I would put a otto in to keep algae down. Feed them small ghost shrimp and snails! Small gravel
