Yes it is just one eye and I was thinking that it was an injury. I can put him in my quarantine tank, but I'm still working on getting a heater and filter for it. What about using a breeder in the main tank? I did this one of my female Betta, but she did shortly after as well.

The hospital tank would allow you to just treat the one fish, without having to medicate everyone. It gets pretty expensive to treat a 75g tank, and not all fish take meds well. It might even be cheaper to get a small filter and heater than a full course in a large tank.

I had planed for the 2.5 gal to be a hospital tank anyways, so I might as well just get a filter and heater in it. As you said meds can have side effects on those that don't need it. I hope that this will remedy the situation. Also, what antibiotics should I get to treat this condition?

I like the Mardel brand. Maracyn-Plus is usually a safe bet. I have to warn you, it can be hard to dose in a small tank, so try to get something that has a dosing like "one drop per gallon" rather than something you need to cut up a pill for. Some of the gelcap meds are powder inside a caplet, which makes it really hard to dose. The AP Anti-Fungus med is easy to dose in small tanks, and should take care of the problem.
