Setting a a FreshWater Ten Gallon

Next month I will have a free ten gallon. (I'm a reptile guy) I would really love to use this tank as a nice looking fish tank. The room i would put the tank in is at a constant 80 degrees. So what setup can I have with water temps of 78-80 degrees. What lighting do I need? DO I need light at all? Can you suggest some bright looking beginner/intermediate fish for this tank setup? I would like to get a filter, fish, rocks, stuff for around $80. How much does a water tester cost? Different species would be really cool. But I would not like to feed more tahn two diffent kinds of food? I really need some suggestions
