I would assume, and only that, that the eggs would be fertilized long before you could see them. Just keep an eye on the under side of the tails. Depending on the shrimp, they may be black, pink, white, or yellow. You'll see them before they hatch. It's quite obvious when a female is carrying eggs.
Honestly, you'd have to search for the info on whether they're fertilized or not. Like I said, I only assume they are by the time you see them. I could easily be wrong.
