Could be fin rot.

What are the readings for ammonia, nitrite and nitrate in the tank?

What sized tank and is it cycled?

What are the other fish in the tank?

How long has it been set up?

There are medications you can get for fin-rot at your aquarium store. I've not had it myself, so don't know the names of specific products.

But the testing for ammonia, nitrite and nitrate may lead you to the cause so that it can be eliminated. That way the sick fish can stay cured and the others won't get it too. Most fin-rot problems are caused by water parameters out of whack.
