Sick neon

I have a sick neon tetra, he's not eating and he is really skinny, also, the back of his body is white and it looks kinda lumpy. Can anyone tell me what this is and what I can do to help him?

The symptoms it most closely resembles are tuberculosis (TB), but it could be some other kind of internal infection. This link has some good pictures and descriptions, although it's not a complete list of every disease http://www.2cah.com/pandora/Disease.html
If it is TB, it's very infectious. I have had neons with something that sounds similar, but haven't managed to save them yet. Fortunately whatever killed my neons wasn't infectious.
