I think I may have a sick red glass barb on my hands. It's almost like he has a big gas bubble; if he stops swimming, he starts floating to the surface tail-first. Thoughts?

Do you have a photo to post? If he cannot maintain neutral buoyancy, it sounds like the swim bladder is affected.

What are your readings for ammonia, nitrite and nitrate?

You can try feeding him a boiled skinless pea - sometimes helps with a fish that is constipated (as in, if he is maybe constipated and holding fishy gas). Probably will not help if it is a swim bladder issue, but either way it won't hurt anything.
