Side lighting?

Does anyone know an easy, cost-effective way of setting up side-angled lighting for a smaller tank? I'd like to set up something to bring out the shine in my blue tetras in my 10 gallon rectangular tank. I've been looking around the Internets for anything but all the ideas I've found seem to require me to be either rich or an electrician.

The only thing I can think of are clip-on lights. Either the kind made for nano aquariums or something from a big-box store like target. You could also consider something like the stick-on LED lights (hockey puck lights).

That's assuming you want it as supplemental lighting, not the primary lighting.
