Sodium Phosphate buffer concentration?

Anyone know what final concentration sodium phosphate should be in the tank.  I'm thinking maybe 10mM final concentration.  This would mean that 1L of a 1M sodium phosphate at pH 6.8 would treat a 100L(25gal) tank.  Sound right?

To lower the pH. Actually just to regulate it.  Many of the pH control liquids you can buy at the fish store are made of things like sodium phosphate buffers.  Some of which could easily be replicated in a lab.  I have access to these chemicals and wanted to know if anyone has done this and knows what the final concentration should be.  Sodium phosphate buffers can be made at different pH's.  I imagine that products like perfect pH are just concetrated buffers at a certain pH.  They maintain their pH even when diluted.
