Stealth Pro water heater-10 watt

Hey does anyone know how long it takes for the stealth pro water heater- 10 watt to heat up a 1 gallon tank? the water is way to cold for my betta because of the temp in my house, so i got this water heater, it has been pluged in for at least and hour, and hasnt heated up at all... it is supose to be set to 78 degrees but nope still the same temp, which is around 68 degrees. so can anyone help? my little guy needs his warmth!*SUPERSMIL

The smallest heater I have (same brand) is 25 watts, and it heats a 10 gallon within 30-45 minutes from tap water temperature in the winter of 60ish. I'd think yours should work just as fast or faster since you have a much smaller volume of water for the watt size. It may be defective
