Submersible Heater Question

I've got a visi-therm stealth by marineland positioned horizontaly about 1" from the gravel in my 12g eclipse. I just added a few glowlight tetras tonight to help cycle the tank (~half of the gravel in it is from a friends 6 year old tank, I also "borrowed" some of the gunk on his bio wheel) and they are all hanging out between the heater and gravel. Should I move the heater down to just above the gravel, would it be better off vertically or are the fish in no danger?

The tank is loaded with plants and decorations, lots of places to hide. The ghost shrimp also hang out under the heater when the tetras are not there. I think I'll get another thermometer just incase the one I'm using is off.

The filter is on and makes a strong current in the tank. The glowlights found a new spot to hide in now, but still hang out on top/under the heater some times. I got another thermometer just incase the first one was off, but they are both within 1 degree of eachother. The ghost shrimp camp out under the heater some times too though.

The tank is at 78-79, depending on which thermomemter I check. Maybe they just like that spot in the tank...
