Your fish dont need lights. Some people only turn their lights on during feeding times. Some people turn them on in the morning when they get up and turn them off when they go to bed. Other people have their lights on timers so that the tank gets a specific amount of light each day.

If you leave the lights on 24 hours a day, you run the risk of stressing your fish out...although some people do it and their fish seem ok? I would think its just a waste of electricity though.

Type really doesn't matter unless you have plants. Incandesent lights do nothing for live plants. Compact fluroescent lights are pretty popular, as are the normal fluroescent lights. Getting into specific types of bulbs is usually reserved for if you are growing plants or if you have a saltwater tank and corals.
