Yes,cold water will hold more oxygen than warm water will and once the saturation point has been reached thats it.
Most of us prefer tropical fish though as they use less of the available O² in the water than coldwater fish do,thereby allowing you to keep more in the same space.

Your curtain will be stirring the surface water up,which is a good thing as it moves the water around and it's the surface agitation that gets oxygen into the water.Aslong as the bubbles don't disturb the fish or upset them then it's fine.
