Trouble swimming down?

My male betta doesn't seem to be able to swim down. He floats at the surface all the time. Not like "half dead" floating but like "swallowed too much air and is too boyant to sink now". I see him try to swim to the bottom and he floats back up to the top without trying to swim. Is it a swim bladder problem?

Thanks! I fed him some pea last night and he's doing fine this morning. I gave him some live misquito larve for breakfast. I also put some in the community tank. The danios got most of them before the betta could get at them.

Once I had a fish that got all bloaty and COULD swim around (haha even if IT IS kind hard when you are super fat/bloated LOL) I, being VERY ignorant to the ways of fish, thought he (she) was pregnant. But, then she (or he) died. Obviously not pregnant lol
