Under gravel filter water level?

Quick question, I have a 2.5 gallon hex with an under gravel filter. Where should the water level be? so the bubbles come out AT water level, below water level or above water level? Or doesn't it matter?

I have only had one undergravel filter but I had it below the water line. The Bubbles push the water up inturn water is sucked through the grid and up the tube. Im guessing the best is under the water. Maybe someone who has better experience with them can comment

Yes...the top of the tube should be under water so its possible to have water flowing out of the top of that tube (like seamonkey said). Otherwise it doesn't really do what its supposed to.
