Urgent Heater Help!

This may be nothing, but I've never seen anything like this before in the years of keeping aquariums. Right now, the heater is having bubbles all around it. From a distant, it seem white and upon closer view, its all bubbles. What is causing this? My first thought was that the glass cracked and water seeped into it and the heat caused it to evaporate inside it, therefore the moisture bubbles. However, I am not sure if the bubbles are on the inside or out. I just noticed this today.

Its about 2 weeks. It came with the AquaCulture Deluxe at WalMart, a fully submersible heater. I alwayz unplug it when I do water changes.
