Used Tank came with "Safe Guard" + "Safe Water" bottles? help!

I'm guessing I HAVE to add the "King British Safe Guard" to remove the chlorine and heavy metals from the tap water.
But what is the "King British Safe Water" and WHEN would i need to add that? and DO i need to add it along side the Safe Guard?

It removes nitrite and ammonia which are harmful to fish (King British). if your tank is cycled, you won't need to worry about it because they are removed naturally. Check out how to cycle your tank(http://www.worldcichlids.com/faqs/cycling.html). Also consider fishless cycling (http://www.myfishtank.net/articles/fishless-cycle/)
