Vertical Swimming Disease is Killing My Platies and Neons!

I have been having trouble for the past 2 months or so with my 15 gal. community tank. I have: 1 panda corey, 3 sunset platies, 2 black skirt tetras, 3 neon tetras and 1 stick catfish, 1 serpae tetra.
First, about 2 months ago I lost 2 sunset platies. I replaced them. The symptoms were: vertical swimming, with head facing down. They would swim vertically, be ok for a bit, and then go back to the vertical thing. I used 2 TB aquarium salt. Everything seemed fine, and then I lost a neon the same way. I treated the tank with more salt. I do a 20% water change every seven to 10 days. The nitrites are 0, as is the ammonia. I have several plants in the tank which are very healthy. I have had the sepae tetra, the black skirt tetras and the panda corey for about 3.5 years. They seem very hearty and healthy. What could this be? I don't want to replace anymore fish until I get to the bottom of this. I have one platy in a hospital tank now, but have little hope. Help is appreciated!!
