Water looks dirty!

I have been gone for a week and left my roommate in charge of the tank and when i got back the water is dirty looking kind of a brown tint to it. There is growth on everything in they look like tiny little hairs growing on everything. The water is fine the only problem is the the PH is .1 higher than it should be. What is this that has taken over my tank?

did you try scrubbing the rocks/glass and a water change?

yeah i scrubed the glass and they came off and floated around the tank!
