Water Probs

This is a perpelexing problem...

Yesterday, after I did a water change, my tank looked clear. Today when I got home from work the water looked slightly milky white, but when I turned the light off, it looked really green. So now I don't know if I should be treating for white water or green water. Anyone have any ideas?

Also, off topic, does anyone know what size light bulb I need for a 10 gal tank?

Have you cycled this tank?
Is this tank near a window?
How long do you leave this tank's light on (if you have one)...?

Under the hood where you screw in the light bulb you should be able to find the max wattage that the hood can hold.

Well, the tank was cycled when this problem started last week. Today I bought a better filter, so now it's re-cycling.
It is across from a window, but there are heavy dark drapes on the window. The light is on 12 hours a day.
