What is growing on this fish?? It doesnt look like ich, but its a white spot

This fish developed this spot on its head seemingly overnight. Everyone is still eating. I have lost a betta fish and one tetra in the last week or so, but all looked normal when dead, no spots or marks of any kind. The betta seemed to just die of natural causes, but I have no clue on the neon...he just up and died one day. The tank is 8 weeks old.

My L018 pleco is the pride of my tank seems healthy and is eating, but everyone seems to be breathing fast (could be my paranoid imagination too). Any ideas what I should do? The only medication I have is PraziPro, which I dont think will help whatever this is. What can I buy that wont kill my biological filter or my plants?

Tank stats: 82F, Ammonia 0ppm, Nitrite 0ppm. Nitrate 7ppm, PH 7.6

Looks like a fungus to me, just get some Pimafix, cheap, safe, and natural, follow the instructions properly and everything should go fine however it says u should remove your carbon filter, I didn't and it was still fine. my fish had something similar a few months ago. u don't have to worry about Pimafix harming anything. I have plants, scaleless fish, snails, and clams, and all came out completely unaffected except for the fact that the white patches were gone.

Oh wow, I was just about to post a thread about this same thing on one of my ottos. It started as just a discoloration and now it's a raised bump that looks as if it's pealing.
I just added him a week ago as well as 6 other ottos, 3 of which have died already. Water stats are normal. Anyone have any other suggestions?
