since it's such a small tank, i would start out with some neon tetras. they're small and you can keep a school of them in your tank. remember to cycle your tank before you start adding fish in!

i don't know if you should keep gouramies with neons..not that they get along, but i'm more concerned with the size of your tank.

the general rule that everyone seems to go by is

"1 inch of fish per gallon"

The neons should do fine with the gouramis.  I would also suggest the school of neons.  Go with 5-7.  If you go with less you will probably end up with frightened, hiding neons.  Yeah, I would follow the "1 inch of fish per gallon rule".  The problem is that you are already at the verge of breaking the "rule".  Instead of the neons, you may want to think about a loach or two or a cori cat or two...and call it quits.

I recently started my grandma out in the aquarium hobby and we gave her a 5.5 gallon tank. We were at the pet store and she bought some dwarf gouramies that they said would be fine in the tank and she wants some neon tetras so I was wondering how many she could keep or if any would even be okay with the gouramies.I've never kept either of these fish so I don't know but if you have or know the answer please tell me. Thanks.

Use should not add any neons, because they need to at leats be in a group of 5 or more, and that would defitnetly over stock your tank. Instead you should get a cory or two, or maybe a algae eater.
