What's up with my sebumpkin?

I have a 3.5 year old shebumpkin who has been healthy most of his life. In the past couple of months, he has been a lot quieter than he usually is. Often we find him, as if resting, at the bottom of the tank. Other times, he just sits still just under the surface, with his tail flopping down.

If you come to look at him closely, he swims for a bit, and then a few minutes later, when you're no longer by the tank, he repeats these behaviours. Has anyone experienced anything like this before? Any ideas what may be wrong with him?

yeah that sounds pretty common. but we need the answers to the above ^

my older goldfish used to sit on the bottom for a long time and occasionally swim to another place to lay down again. they did it for years.

oh and it's shubunkin ;)

How large of a tank is he in? What are the nitrite, ammoina, nitrate, and ph. Goldfish sit, my 15 year old sits sometimes, but hanging under the surface is not too good, could be water quality. How often do you do water changes? How large is he. Most shubunkin should be about 8-14 inches in 3 years.
