So are Whisper Power Filters particularly quiet? I have a Penguin 170 right now that's awfully loud no matter how high the water level is. I'm looking at new power filters for some 10 gallons and I want something of good quality and hopefully quieter than this one. Thanks.

Lets put it this way. The only sound you can hear them make is the sound of the water trickling if you have the water level below were the water comes out of the filter.

yes they are very quiet. theyre the filters i use in all my tanks. kyles right, the only sound you can hear them make is the sound of the water dripping if you have the water level below where the water comes out of the filter. but also you can hear the water dripping if the filter cartridge needs replacing and is dirty which makes the water drip out of the wrong end.

I have a Whisper power 10 on one of my 10 gallon tanks (the one I keep in my room). It's MUCH quiter than the Aqua Clear mini that came with my tank. You can barely hear it versus the aqua clear that just wouldn't stop making this loud vibrating buzz (I even took it back for another one, no such luck). The newer whispers have decent biological filtering as there is a foam insert and the whisper bio bags provide great mechanical filtering (and you can dump in some carbon or whatever else if you like).

If noise is a concern you can't go wrong with a Whisper.

I've used 1/2 whisper for my filtration on my super-stocked 55 gallon, and it's been superb. In fact, I dumped my walmart knockoff emperor filter for a second whisper so I could finally get rid of carbon. (It's near impossible cutting the carbon out of one of those wal-mart "penguin filters").

The whispers come with a foam square, as mentioned above, and the biobag, which is basically a polyester batting mesh envelope that you can stuff with carbon, more batting, peat, Chiapets, whatever.

Where I live Aquaclears are not sold and the only options available are Whisper (cheap) and Penguins.
