white residue on glass

I have a new 90 gallon fishless. The filter has been running for several days with the rocks and water and it has started to develop a white film on the sides of the glass that follows a horizontal pattern for some reason. I have scraped it off and it comes off grudgingly and in little clumps. The nitrites and ammonia are at zero. Ph 7.3 and nitrates 10 ppm. Also a full spectrum bulb that I keep on about 2-3 hours a day just cuz the tank looks cool even w/out fish.

I have well water with pea gravel that I thoroughly rinsed before putting it in. I scraped it all off earlier today and it hasn't started to redevelop yet. Most of the clumps of the stuff gathered in a cloud after scraping and went in to the intake tube. Did I mention a have a canister filter?- so hopefully it's caught in the sponge.
