if it is on the anal fin then most likely he is starting to get in his egg spots, but we need a better pic to make sure

Are the spots raised like grains of salt?

If so, it could be ich.

Are the spots on the back lower fin?

If so, like fishmaster said, it could just be egg spots, a natural thing for Labs.

If the spots are bigger, and elsewhere on the body, it could be any number of bacterial or fungal infections. A better description would be needed for a better diagnosis.
