Either rapid onset neon tetra disease, rapid onset fin rot, or really crappy tank chemistry. Transport stress probably made the fish susceptible, and tank conditions did the rest.

but for mine, they all looks fine. healthy and active, nothng wrong untill the 3rd and 4th day then the the tail start to turn black and the fish become weak and stop eating. The next day the tail turn clear and some already gone. I've chext thru the disease database but found nothing.... im still wondering what happened...

How did you acclimate the fish to your tank? How long did that take. 2 hours is very short, so I have to say transport stress + the shock of going into your water chemistry. For wei, osmotic stress can take a few days to kill them
