Why don't my fish swim when the light is on?

So, yeah...my Neon Tetras just huddle under a plant when the light is on, but as soon as I turn the light off they dart all over the tank. When the light turns back on, back under the plant they go. Any reason why? I have an Aqueon 30 gal. tank (30x13x19").

Are they new fish to the tank? They might just be skittish and prefer the concealing darkness. My neons did that for a while, but then they were all over the tank constantly. Just give them time to adjust and warm up to things. Offering more plants might help as well if the tank is a bit bare.
