No it doesn't. The tiger barbs actually get pretty hefty. Too hefty for a tank like that to have anything else in it. They are also pretty nippy.
Th "tetra" you want..what kind is it? Neon is a tetra too. Algae eater is a very broad term. 3 Otos would fit in that tank. If you get Otos, make sure to keep up on weekly water changes. They don't put up with poor water quality at all.
