You don't need one, but it helps the plants grow. If you don't get one or even if you do, just make sure to keep the water surface disruption low.

Planted tanks seem to require figuring out what factor is limiting vigorous plant growth and then overcoming it. Usually the first thing that needs to be addressed is light. Provided that at least 2 wpg of full spectrum fluorescent light is given, the next limiting factor becomes CO2. After that, it comes down to ferts.

If you are after lush growth, you would need to supplement CO2.

Alright well my JBJ lighting has 1 strip of 55 watts of flourescent and have 1 strip of 55 watts of atinic. Once I get the time i'll take apart the atinic and trade it to the lps and see if I could get another flourescent strip light. I am going to be using shultz aquatic soil under my etes black gravel, then I might add eco-complete and see how it works.
