Actually, first of all, most people here will tell you that the 1 inch rule is more of a guideline - and a pretty loose one at that. I haven't heard anyone here say that it's a hard and fast rule.
Think about what Managuense said - no matter what about the 1" of fish per gallon rule, you simply can't have a 10 inch fish in a 10 gallon tank. It's just not a reasonable thing to even think about.
Mainly, you just have to study and do some research on the type of fish you buy before you buy them. Some fish just need more room - period.
As for DizBjOhN104, you should respect the people here in regards to thier opinion. The vast majority here know what they're talking about, and give really good advice. When you ask advice, then argue and sulk about what they say, you're going to alienate a very good resource of information. They have more experience, and better knowledge of fish keeping than you do - it'd be best not to have a thick skull about it and listen to what they say instead of spouting off and sulking.
That being said, no one here can stop you from doing whatever you want to do with the fish. If I were you, I'd move it to a bigger tank, or take it back to where you got it from and hope it recovers.
