Help Green Water!!!!

I am having a huge green water problem.
Tank specs
55 gal
emperor 400, loaded with ammo carb
Unknown brand 20-30gal power filter
Small power head just for circulation
2 14" airstones
lighting:
2 48" 40watt grow lux
2 48" 40watt 6500k
Tank is lit 10-12 hours a day.
tank is planted with mostly swords(about 15 or so) and few random plants.
Once a week I use flourish, leaf zone, & kents freshwater plant fert. Recomended dosage's
Fish: mostly livebearers=20 a few babies-2 tetras & 1 algae eater. The green water killed all 3 of my cats.
Water changes every week although I have missed a week here and there, but never went passed 2 weeks.
All water stats are good. No ammonia, Nitrate's. PH 7.2-7.5. the tank has been running for about 8 months. Temp is a nice 76 deg.
I have done several 70-80% water changes but it is rough on fish because water is cold comming from tap.
To combat cold water I am only doing 10-15% water changes a week now.
Someone help.
I can't afford the fancy filters (UV diatom etc...)
I need to know something that will help without costing alot or killing my plants.
