yeah, my PH from the tap is like 7.9 and I have GBR fry growing in it. I think PH isn't that much of an issue as long as it isn't off the charts either way and you slowly acclimate the fish to your PH.
I do think that's alot of white though... but I think (assuming you really get an albino and not whichever one who won't let you leave without taking him home) you could break it up with some darker rock and some driftwood (which will lower your PH some too). If you end up not liking it, you can always change it later.... and at least you only have to catch one slower fish rather than 20 speedy ones! LOL
