Yes, zero for ammonia and nitrite are what you want to see. There are various opinions about what nitrate levels are safe. I do water changes if I get a reading of 20ppm, except for one tank where I have some fish that seem more sensitive to higher nitrates. For that tank, I do a water change at 10ppm.
