Its a tough thing. Its hard to go to the lfs and see all those male Betta's, and females too, cramped up in cups. And knowing that for a large part they are probably going off to an existence of uninformed, unintentional poor care at the hand of someone just wanting a pretty fish. What you described would work, and yah it would be a small step up from all 3 say living in a cup in an lfs, but its an unfortunate necessity that us concern and responsible fishkeepers must show restraint where others refuse too.
